You know, I never really questioned when this show aired why the grim reaper had a Jamaican accent. In retrospect it's such a weird, oddly specific trait to give him, but it made the character so memorable and funny so I guess maybe he was a genius?

It wasn't planned, and that happens a lot in Hollywood. They wanted Grim to be relatively snobby and tossed around ideas like making him British; the Jamaican accent was a 100% creative liberty that the voice actor took when auditioning and everyone thoughts it was funny enough to keep.
That's why acting skills and setting yourself apart from everyone else is valued so much in the voice acting business more so than just "doing voices."

Cartoon Network's old website had a proto-Flash game for Evil con Carne that I played the shit out of. It was like a rock paper scissors thing where you controlled Hector's island fortress and picked crazy weapons to attack the rival island fortress. Loved those old CN games.

It was more earn CN's formula. Animaniacs had a lot of different segments and could order them however they like, early CN shows often 3 per episode with a back-up short sandwiched between the main show. Jungle Boy on Johnny Bravo, Dual M for Monkey & Justice Friends on Dexter's Laboratory, and I Am Weasel on Cow & Chicken.
