Use it as a vehicle to always come up with different settings and different stories, just start with some ground rules:
Hawkman and Hawkwoman are born in the same year, and are bound to meet.
When one lays eyes on the other, they will remember previous lives and start transforming from a regular human into a hawkperson, spurring wings and growing stronger.
They will always be reborn together.
Think of it, Hawkmen but they're pirates during the golden age of Piracy. Hawkmen but one is Aeneas and the other is Dido. Hawkmen but one is atlantean and the other an amazon. Hawkmen but they're a pair of detectives during the 1930s, Hawkmen but they're the original Nightwing and Flamebird and first face Doomsday. Hawkmen but on the 31st Century.

They also did it in the New 52 under much better circumstances. And kind of now since current Thanagarians are the New 52 versions with real wings. (And sans plague.) Pic related is a Thanagarian from the crowd in JL #14. He's got a bare back and you can see the wings sprouting directly from his skin. Unfortunately, Katar's dead so even if he does have real wings, they're not of much use to him. Ironically, Carter is the only Hawk without real wings right now.
