I'll tell you why. Most of the good ones come from the Silver Age, so they were never edged out, could with the fact that they flip flop between Katar and Carter means that the themes of thier respective stories will fluctuate.
Then, we now have Carter, who's runs always revolve around the reincarnation gimmick. Look at Venditti's Hawkman run, no Rouges have shown up yet.
It's abysmal because his rouges are pretty slick, but no one wants to write about a Hawkman who just fights crime. Instead we get the 200th mention of reincarnation.

To be fair, the only Hawkman that really "failed" was Savage Hawkman. Silver Age Katar was around for 30 years.

The current run is 10 issues in and already at cancellation numbers. That's worse than even Savage Hawkman. Not that sales numbers mean anything in regards to how good the story is. I think this run is pretty great and obviously it's doing terribly.

Hawkworld Katar died a tragic death of people trying to unsnarl the Hawksnarl. He was too pure for this Earth.

Dark Metals was essentially Scott Snyder pitching a Hawkman and Hawgirl comic that dwelt with the origin of the DCU, with him wanting Carter to be most well-connected character and important character in DC. Didio told him no because no one cares about Hawkman, so he turned it into a Batman centric event and tried to insert as much of his ideas about Hawkman as possible.
