Titanium is lighter than steel but not stronger. It's expensive enough that there are no cheap alloys or applications for it, meaning that it's only used in high-performance applications. Pure titanium is about as strong as mild steel (one of the cheapest metals in the modern world), and aerospace titanium alloys are comparable in strength to medium to high carbon steel (still cheap). There are aerospace steel alloys far stronger than any titanium alloy. And while titanium is very corrosion resistant at room temperature, it burns in air if it gets hot, and once it starts it's hard to put out. Meaning one hit from a directed energy weapon and it is toast. Steel is also harder and denser, which makes for better armor.
