There were plenty of diverse cartoons in 1999 like Hey Arnold, Rugrats, etc. How didn't they have at least one black character? At the very least they could have incorporated one in the back to school episodes to correct this, but they didn't. Why is this regarded as the Citizen Kane of Cartoon network again?

Jonny's skin color is paler than Double D's, in most promotional shots and even in the show it's about equal to Rolf's. I think they just gave him the nose and baldness to exemplify the fact that he was weird.
I was literally the only black kid in the neighborhood growing up. And that was partly because my father was military so money wasn't a problem.

Made in Canada, but set somewhere in the US, given that the characters sometimes called Canadians weird. It was never stated outright, but given how nearby Eddy's brother was, which was on the coast, and the general foliage it was probably somewhere in the Northeast.

I'll admit I wasn't reading as thoroughly as I should have, but remember, Rolf is not the average white American, but an immigrant from an ambiguous part of Europe. And Ed is literally yellow. Poor enough that he needs a piece of wood to talk to, and from what I remember his house isn't in a very good condition. Also, if Jonny is bald, so is Ed. And by that I mean he has very short hair.

Even if he was poor, poverty doesn't imply that somebody must be black. There's nothing in the show to indicate that he's poor though, your post reads like you're twisting things in your head to make them line up with pre-conceived notions you have both of the character, and of black people.

Rolf displays a mix of South German and Italian traditions, and Antonucci said he was based on his own family's Italian background to a degree. Given that, he's likely from somewhere in Trentino-Alto Adige, aka Sudtirol, an autonomous part of Italy that has heavy South German influence.
