I think he didn't start out that way, but McGruder liked him too much and started giving him less flaws and projected more of his own beliefs onto Huey as time went on.

nah, he's portrayed as being into conspiracy theories way more than McGruder. He's more like a parody of Malcom X, although he is right when it comes to the moral of the episode, which is usually a more down to earth lesson than the radical ideology that he preaches.

It feels like the more the show went on, the more Huey was wrong about stuff. And him being right is often played as a joke, like in the one where Riley tells him not to spoil the plot. The earliest episodes are the ones where he feels like a McGruder mouthpiece

Not totally anyway, Huey is often shown to be wrong or at least having bad takes about things. Even though he's intelligent he often makes a conclusion and works backwards.

Caeser worked as a balance to the Huey in the comcis. In contrast, the show lacks Caeser, but has surrounding situations balance out Huey's views. Also, the animation turns Huey into a Black Charlie Brown, unlike the comic.
