Shadow cant be improved. He's a time capsule of the 00s. He exists to be the cool edgy version of Sonic but it doesn't really work because Sonic himself already exists to be the cool edgy version of Mario.

Re-establish his connection to Robotnik. Ivo convinces him to work for the Eggman Empire by cloning Maria/recreating the world in Grandpa Gerald's vision. Have Shadow be conflicted between commiting to his old causes for existence vs his new friends, Rouge and Omega. Do the Robotniks vs G.U.N. plot again.
Of course, that would require the writers to care about government plots again. Maybe later on in 2020s, as the 90s action movie craze grows further.

Apparently since they decided to and make Sonic so fucking spotlight hogging, they scrapped him as Sonics darkest rival and made him a grumpy competitive friend like Knuckles.

Make him a genuinely good guy. His entire story arc in SA2 was that he misremembered why he was created and instead of taking his revenge on humanity was meant to save it.
Then they dropped it all with Amnesia because they wanted to keep him edgy and kinda evil.

Alright so you know how he wanted to keep his promise to a dead friend in protecting this world? Now that he survived crashing into the Earth from Space and already went through his little identity episode in his own game just have his continue keeping to that promise without being shackled to the past. With that he could join G.U.N without holding any grudges and protect the world though an organized and more duty-focused mindset to contrast to Sonic's free natured way of running around until some shit goes bad.
