Would he be a good rouge for Batman? I know he doesn't really have a custom or motif, but Thorne and Falcone don't really have one either.
No he has not. But I know how you can put him into the comics as a recurring character, and interact with the wider DCU to boot.
Keep him CIA. Have him be a comically unsuccessful rival to Amanda Waller (he hates her, she just considers him unimportant and not worth paying attention to) and her Task Force X by always trying to stop them or various other supervillains, only to constantly be in over his head and seemingly die when they dispose of him, only to come back later humiliated but otherwise none the worse for wear.
Writing a run with Bane nonetheless.
