There's a running gag about Candace seeing a Zebra that calls her Kevin. The first time she saw it, she was hallucinating on some type of toxic moss. Then it was revealed that she was tripping on the wrong kind of moss and starts tripping again on the correct moss seeing the Zebra again. It also showed up in a it was all a dream episode. Then later she saw it through Phineas and Ferb's hologram machine but he wasn't part of the hologram. Later when traveling through other dimensions we see the Zebra reading a newspaper that says Kevin wins election. It's just one of the many unexplained things in the show.
