The animation might have been ok but the well was poisoned from the inception. The characters were always paper thin and the jokes were never funny. The only difference between season 1 and the rest of the show is they stopped giving bare minimum of a pretense of caring after that first season.

It wasn't just that the show was bad on its own merits but it kicked off the current era of Cartoon Network lavishing huge parts of its schedule on a single show as well as the network deliberately seeking out material of low quality for no other reason than how cheap it was to air.
Several of those shows performed so badly that they were shuffled off to Boomerang instead and further pushed that channel even further away from its core programming.
Johnny Test actually helped kill two different animated networks.

Nothing in this show is mediocre, it's all legitimately bad. It's not Hitler but it's bad. Looking back I can't remember having a single genuine laugh or feeling genuine emotion during any of the million episodes.
Keep in mind that this was an eleven minute episode. Even sped up, the whipcracks alone still make up 10% of the length of the episode.
