There is nothing wrong with Tom as a person. He's unironically one of the most morally stand-up people who wants to live his simple life and continue through his career as the District Attorney (Which is a very fucking good job.).

This and the dad from Rick & Morty treat being cowardly as being one of the worst traits a human could possibly have, and I'm not sure what the joke is why they get shat on so hard.
At least when it's stuff like Jerry in Parks and Rec or Toby in The Office, the joke is that they're literally not doing anything and get yelled at randomly by the characters.
But for Tom or R&M Jerry, they seem like they're being yelled at for a reason.
