Because the writer thinks it'll be good writing if the guy with a trillion powers decides to fight the punchman on his own level and win, to really rub it in that he is the better combatant. And it is good writing but it's also been done to death

In the end though, both The World and Star Platinum were at base just powers that involved punching hard and fast with The World only having one different ability that didn't last long and was only recently getting better at handling during the climax fight

He did, for months even. It's how he learned that time stop was even a thing on the first place and how he was able to control it for over 7 seconds. If anything it was Jotaro that did absolutely zero training, and only won strictly by bad writing.
