The avengers hold the X-Men responsible and want Rogue to go to the raft, but Professor X knows the raft is an extension of shield. Shield also has a secretive branch nearly nobody knows about called Weapon X and Professor X doesn’t want what happened to wolverine to happen to a now superpowered Rogue.
