It's a "prequel"/historical illustration to one of his Scrooge stories, not just some random shit. The pic in is Genghis Khan, during his pillaging. You can see that he's wearing the subsequently Lost Crown but is only partway through building it up. You can also see that he's a slant-eyed, fu-manchu-moustached nip.
