Plenty of old cultural habits stick around in people's normal lives though. Japan's public face to the world may have adopted a lot of wetsern conventions, but they're still considerably more relaxed about nudity than westerners.

Personally I've had more experience working in China though, and there you see similar things. Outwardly they have a lot of Western-style rules about nudity, but most people don't mind kids pissing in the streets, and they're very un-self-conscious about personal space in general.
