Tbqh I liked this show more than most of what was airing on CN/Nick/Disney at the time. Granted it was because the field was that weak.
The bad part was that they never really expanded the rogue's gallery so they were always fighting the same three villains (mainly the evil rat) over and over.

Actually Butch neither wanted nor designed Kitty, his original idea had Dudley as a solo main character. Butch came up with Tuff puppy when his original pitch for a different cartoon got rejected and he just scribbled "superspy dog" on a napkin before a meeting. All the actual work building on the idea was done by other people.
