Eclipsa not wanting to learn how to dip down shouldn't have been an obstacle for Glossaryck He would have made her learn if he thought it was important, indirectly if necessary. The fact that he didn't means that Glossaryck purposely withheld something important from Eclipsa because he thought that was the best course of action for Eclipsa's future.

I'd be surprised if we got more information about it.
The fact she knows what it is but doesn't know how to do it says to me she never actually applied herself into learning it, she always had the wand and when she ditched it her life priorities shifted. She respected Glossayrck but she seemed independent too with her own huge catalog of unique dangerous spells she taught herself. Glossayrck seemed to place Star in a situation where she had to Dip Down specifically because her wand was becoming unreliable due to the cleaving.

No, the Darkest Spell is Eclipsa's creation. Solaria never found a way to succesfully kill septarians.
Globgor told Eclipsa that Seth of Septarsis was leading the anti-Mewman movement, meaning that his army was the only real threat to Mewni.
Problem was septarians are inmortal.
In order to stop the war before abdicating (so Mewni would be safe after she was gone) Eclipsa created the first spell capable of killing a septarian: The Darkest One
But it had side effects (the corruption of magic) and decided to sace it for important individuals, most likely generals.
The spell was in fact so dangerous she decided to write in in low Mewman, so only the royal family could read it and use it in case of emergency.
It's all in the Book.

I could see that. Maybe after Moon left the monsters without "country or leadership," Mina turned her aggression on the Ponyheads or Lucitors and MHC tried to put her down.

We’ve seen a monster with cheek marks and the wand, and Festivia wasn’t even a butterfly but enough exposure gave her those cheek marks and allowed the line of magic continued. I'm guessing that the writers changed their focus on what they wanted, and that altered character dynamics. One of the things that I believe the show aced in the first two seasons was the dichotomy between Tom and Star in what a boyfriend should be. It was done in a very good way, without being in your face.
The joke with Tom is that he's a demon, which means he's possessive. He's hot, wealthy, and understandably Star's first boyfriend, because every girl wants that dreamy, rich bad-boy. It's in their nature. The show also showed that Tom isn't dominant, he's domineering, he feels entitled to Star, and is prone to violence when things don't go his way.
During the Blood Moon Ball, it was great seeing Marco start to make the same mistakes Tom was making, such as forcing himself into Star's situation without trusting her to make good choices. It was great that she told him off at the end of the episode, and he realized that he shouldn't be in charge of making her decisions. It's a fantastic lesson to teach idiots boys, and it's something that I wish someone had taught me when I was fourteen.
There are other tidbits of dating advice that the show provides to help shape Marco into not just a best friend, but also a best partner, but this should suffice to show why I liked Tom as a foil to Marco's character. Tom is the result of having everything a girl wants superficially, but not having any substance to who he is. He has the depth of a bird bath. Now, thanks to S3, he's not just the haughty ex and a warning sign to young girls everywhere, he's been reduced to a pathetic cuckold.

I think it's just that they realized Tom was popular (with tumblr fangirls who apparently couldn't see past "he's hot" and overlooked all his clearly negative character traits). So they wanted to pander to that segment of the fanbase by giving Tom a bigger role, but couldn't think of anything actually DO with him.
