Probably because it leeches off an existing term for the sake of "nah we're different" when man up can be used to both genders if you don't care. Not only that but it doesn't roll off the tongue because it has the extra bit at the start which changes the entire phrase's dialogue pattern.

It's also just dumb in general, most of the time someone saying man up (woman to male, male to male, male to woman, or woman to woman) is just as obnoxious as "stop pouting" or "get over it" even if you're not actually crying, pouting, or even too hung up on something.
