Manbat, Killer Croc, and the other monstrous character certain deserve some screen time but I don't think you could do that in a first film
I'd like to see a sequel to this having either super natural or super human antagonist

Ben affleck as batman in a solo otherwise I'd rather watch matt reeves slice his neck and bleed out in real time for however long it takes.

Unfortunately Affleck has been anally raped by WB

>The movie takes place around the period after Batman's Year One/Long Halloween phase, where he is already a couple of years into it and has encountered some freaks already, but is still a bit new and the mobs still have a large hold over the city, which is going to be toppled once Penguin arrives
>It would adapt and combine some of the best Penguin comics, chiefly Penguin Triumphant, The Killing Peck and his original appearences, and strictly avoid beats from the 66 show/Returns (which I adore but are too overused)
>It focuses on Oswald's debut in villainy as he stages colorful heists against high society and fights with Batman and passes them as entertainment, becoming a celebrity and doing much to discredit Batman's credibility and effectiveness, which are really just elaborate smokescreens to hide his takeover of Gotham's criminal underworld and his ultimate revenge scheme against the people responsible for ruining his childhood.
>It showcases his backstory, combining his first origin story with The Killing Peck to show how Oswald was pushed into crime by severe debt, the sickness of his mother and the loss of his beloved birds, and how these gave him both a reason to claw his way into power and an excuse to indulge in his flashier, darker side.

It seems to me that DC would much rather relegate Penguin in a side role to make way for a more marketable/"badass" villain and I guess audiences would prefer that, but I also think people should see why Penguin is a great villain and a Batman movie that focuses on his smarts and compassion for a change.

I could see Oswald being a mob affiliate, not being Italian he can never be a made mad, a bit of a shmuck like Paulie in The Sopranos
As the mob families falter he seizes the opportunity to take over territory and operations
