The "new" animation technology they were apparently going to try was rotoscoping hand drawn 2D animation over 3D CGI.
They did it with Paperman but they thought it's still impractical to do on a feature length film.
And one of alleged rumours on why it was canceled was because they couldn't feasibly do it on a feature length film.

But since Into the Spider-Verse came out and it was also 2D rotoscoped over 3D, there is a chance that Gigantic will get made.

AFAIK, Land of the Lustrous was pure CGI that is cel-shaded.
Cel-shading is basically making 3D look like 2D through use of shaders and/or filters.

The technology that was used in Paperman and Into the Spider-Verse was rotoscoping, which is drawing over CGI by hand.
Rotoscoping is often done by drawing over live action but Paperman and Into the Spider-Verse used CGI instead of live action as a reference for rotoscoping.
You can see rotoscoping over live action in films like Snow White, Anastasia, Titan A.E., Waking Life, and A Scanner Darkly.

I really wish I could have liked BatB but it was one of the safest remakes I have ever seen. The original film is a classic but I felt nothing from watching the remake. And now Disney is making dozens of them because it made so much money and I worry they're all going to be equally pointless. At least do something daring and new. Frozen is kinda exceptional in that they kept trying to make a movie out of that story over and over again. Most cancelled Disney projects don't get picked up again like that.
Also, Frozen started out as an adaptation of Snow Queen but went through multiple changes, and the end result turned out to be something entirely different than the original concept. If they some day decide to retry doing Jack and the Beanstalk, it likely won't be the same movie as what Gigantic was supposed to be.

Well it's pretty hard to make an adaptation of Jack and the Beanstalk that won't tickle someone's giant fetish so really the only barrier is getting that story adapted.

Personally though, I think it's high time for a new version of Gulliver's Travels but with a female protagonist.
