I was amused when the one black kid in the group of random mutants in Logan had electricity powers. Terry Crews also had electricity powers in Deadpool 2 but you didn't really get to see him use them.

Yes and no. For a while in Ultimates, Venom Blast was supposed to be a neurotoxin Miles naturally created and injected using the nanohairs/spikes on his skin that allow him to wall climb. At the end of Ultimates and into his port into 616, its revealed its a concentrated electrical impulse that shorts out neurons and overstimulates pain receptors (so its a super taser that knocks you out by overloading your sense/pain response). It's technically electricity in the same way our bodies generate electric pulses to regulate our nervous system but not like Static/Black Lighting's complete electrokinesis/electromagnetism.

I really don't think it's all that common or intentional. It's just that every black character with lightning is really popular.
