Feige already said they were expanding cosmic and that Nova was one of the characters they were considering, he also gets asked for a lot on interviews and a three Marvel writers in Marvel Studios like Rich not to mention Adam McKay whom they talked with for Vol. 3 and who said he's still in touch with Marvel Studios is a Novafag since he was a kid (also pic related from 2010) and he was also convinced Marvel was going to do something with Nova. So at the very least there's a possibility it might happen even if it's not soon.

Sam being Latino was such an obvious after thought for Loeb. He didn't even fucking establish if he was Mexican, Cuban, Puerto Rican, etc... Duggan hints at him being Mexican in his run (but then again more than just Mexicans celebrate Dia de muertos) but it wasn't until Nova vol. 7 and all because George Perez decided to do something about it.
Only reason you even knew he was Latino was because his mother's name was Eva and she initially didn't look white and because Loeb said so in an interview. Otherwise Sam's family could have been white and it wouldn't have mattered. Even his sister has one of those fake ass names white wine mothers give to their kids just so they have unique names. Then there's the fact that Sam and his family are inconsistent in their appearance. With Sam it doesn't happen a lot in the comics as much as the cartoons but his mother and sister always change, compare pic related to Nova vol. 7 to any other time other artists draw them.

Also you can have characters that happens to be Latino or any racial identity and not have them be define by it while exploring how that shapes them as a character. Miguel O'Hara had that, he wasn't defined by being Latino but we got to see aspects of Mexican culture show up in his story and his mom being religious (since Mexican mothers tend to be pretty Catholic) and how that affected a more Atheist Miguel.
Even Jaime Reyes when in his first comic was a good example of a Mexican character and was not defined by being "the Mexican Blue Beetle" only Weisman managed to fuck it up.
