I'm guessing one could say Syndrome lost out on intelligence points because HE WAS A SUCCESSFUL, MULTI-BILLIONARE (probably close to multi-million adjusting for inflation), HAD A BANGING HOW GIRLFRIEND, HAD A PRIVATE ISLAND AND STILL WANTED TO RUN AROUND IN SPANDEX LIKE A DUMB FAGGOT AND GET REVENGE ON A BUNCH OF PEOPLE OVER A DUMB, PETTY REASON.

Most of the villains shown in the movies have no powers. Bomb Voyage uses bombs, Syndrome uses tech, Screenslaver uses tech, Underminer uses tech
A superpowered supervillain would shake up the very foundation of the relations between superheroes and people, since everyone sees supers as people who do good, not evil
Everyone would start to grow weary of superheroes because there's always that chance that they could turn at any point. And there are a lot of heroes that could be dangerous, especially the ones with high invulnerability and strength
Gamma Jack comes to mind since his whole philosophy just screamed "future supervillain". All you need is one super to convince a bunch of other supers to do his/her bidding, and you have an insurrection
Gamma Jack as the head supervillain with Voyd as his second-in-command would've really been busted

Even if you increase the amount of reviews and it goes down, if it only goes down by maybe 5 points, that's not a terrible sequel followup
