It was just one particular version of Superman and Luthor. And the ultimate point of the story was that the whole thing was cyclical and while Luthor created a utopia it failed in the end like everything else.

There's rarely a version of Luthor was a good guy not fucking things up before Superman appeared. It's been awhile since I read Red Son but it's probably even possible Luthor in that universe only ended up where and who he was because he had Superman to bounce off of.

Lex Luthor would be correct 99% of the time about a super-powered alien.
It just so happens that Superman is that 1% that is truely benevolent to the core

Lex is never right. His "good actions" are all a vanity project. He may preach about elevating man, bettering the world, but deep down all he wants his the fact that HE did it. Superman drives him insane because not only was he given such a wondrous gift, he uses it so selflessly.

to be honest even in red son luthor was not precisely the good guy in the argument, everybody but the americans were happy, the rest of the world enjoyed peace, entertainment, education, good quality of life, no need for jobs, the only thing wrong that superman did there was trying to forcefully take over the united states even though he was doing it with somewhat good intentions.
