Frank has a degree of heaven protection.
And he's possibly a champion of Death.

He outright stated the only reason it didn't work on him is because he didn't regret anything, nothing else factored in to it.

That's exactly the same reason given by Carol, actually...

Frank isn't an authority on how the state works.

And neither are you. If the comic gives a reason for it and gives no indication that anything else factored in to it, then I'll take the writer over some guy on the internet's headcannon, lol.

She isn't immune, she just withstood the pain, because she is used to it.

But comics have given reasons for it that fit much better than what Frank says. His past relationship with God and the angels, which was referenced earlier in that run of Thunderbolts when the angel feather healed him, his status as the champion of the Hell-lord Olivier, and even the idea that he's immune due to insanity like Madcap and Deadpool. FInding explanations to blips in continuity like this is part of the time honored tradition of the No Prize.

And none of those reasons are valid because multiple characters, including Frank, have demonstrated that the penance stare doesn't work or at least is much less effective when the recipient isn't remorseful for anything they've done.

You're not wrong, in general terms it's pretty similar. The main takeaway here is that they're dealing with the Greek Pantheon, which was unexplored for a while and deserved some attention. They're even chasing McGuffins here, though it's more about protecting than capturing them.

In the same comic where it was confirmed canon that he was still an agent of god. That was just Frank fronting, not the actual reason he was immune.

So, that was Hulk's deal... Nightmare seems pretty fine with it.
