His past relationship with God and the angels, which was referenced earlier in that run of Thunderbolts when the angel feather healed him, his status as the champion of the Hell-lord Olivier, and even the idea that he's immune due to insanity like Madcap and Deadpool. FInding explanations to blips in continuity like this is part of the time honored tradition of the No Prize.

And none of those reasons are valid because multiple characters, including Frank, have demonstrated that the penance stare doesn't work or at least is much less effective when the recipient isn't remorseful for anything they've done.

You're not wrong, in general terms it's pretty similar. The main takeaway here is that they're dealing with the Greek Pantheon, which was unexplored for a while and deserved some attention. They're even chasing McGuffins here, though it's more about protecting than capturing them.
