I'm not sure if "intolerant" is the right word, it's more like stubborn. On some level, Ollie wants to be friends with Carter and thinks he could if he met him outside of his secret identity. He takes Carter's refusal to do so as an unwillingness to be friends with the liberal he's always getting into dumb arguments with.
But for Carter, he's saying that as Carter Hall or Hawkman, he and Ollie will not be friends.

When it comes to Hawkman, it's a weird thing where like the whole political side of Hawkman started with the Silver Age Katar Hol, you know cop vs guy who really distrust cops. But post crisis with the whole Hawksnarl and what not most of Silver Age Katar's adventures and traits ended up being pasted onto Carter, where it doesn't make as much sense for him to really have a cookie cutter modern political ideology given how many lives he remembers, but they basically kept their debates the same way anyway.
It worked really well when it was Katar vs Ollie but when they grafted all that stuff onto Carter, who is most definitely not any kind of cop it just.. felt weird. I get why it was done given how they had to piece together such a fucked up continuity but it doesn't work quite the same as when it was Katar as Hawkman.
