The Darkwing Duck episode from OP's image came out way before all the movies you guys listed as originals. Back in the day it was huge thing how suddenly the show turned more darker and violent with Launchpad's death. They eventually had to retcon it and dial the violence back down after outrage it cause with parents.
After that many movie directors added references to this scene as a protest against censoring violence.
