A good number of the Doctor’s enemies honestly wouldn’t be affected by Saitama. The more military based ones like the Daleks, sure, but ones like Omega, the Mandragora Helix, Sutekh, the Axons, and Fenric are beyond basic physical forces, and have to be beaten with actual scientific means or simply held at bay.

powerlevel wanking saitama is pointless because we've never seen his peak, the most we've seen of him is that he beat a planet buster without too much significant effort on his part, and used a "serious punch" to negate and blow back a planet busting attack.

You can say he has no limits based on some manga dialogue, but we don't know that for sure. Hulk was also stated to have no limit in comic dialogue once.
In the fields of powerlevel wankery, this is called the "no limits fallacy", the idea that because we haven't measured a limit, that there must be none.
