My guess is it's just because Lillard isn't famous enough anymore, and major studios for the most part refuse to finance animated films without celebrity VAs (the only recent counterexample was Coco, which had a couple of minor stars but no obvious names and they weren't promoted at all, plus had Alanna Ubach, an actual cartoon voice actress, in a major role). They probably wanted known comedic actors as a way to draw in older viewers with the promise it won't be written towards too young of a crowd

I hate to say this but Velma really works best with an obese VA who has a phlegmy voice. When it's too clear sounding it doesn't sound right and I've watched this show since it premiered. Mindy's the best they've had since Pat did the original, probably also because Mindy's a far better actor than Kate.

It doesn't actually happen all the time in Japan. It's considered somewhat rude to replace a voice actor but they do it anyway with certain things like they replaced Bulma almost immediately.

In all fairness Lillard could be considered a celebrity voice actor but considering he's been playing Shaggy for a long time (even going back to the movies) and was trained/picked by Kasem personally it's a little bit of a different situation than just shoving some name into a role.

The issue isn't so much the casting (and no, Forte has never voiced Shaggy), but rather them already replacing somebody who's both still active and still voicing Shaggy in other projects. And that they never even informed him about the casting change.

Whether Will Forte is good or bad for the role doesn't bother me. Someone from WB should have at least talked to Willard and said "we're taking Scooby Doo in a new direction and we're going with a different actor, but thank you for everything you've done for us." It's just basic decency. There's nothing in the corporate handbook that says everyone must act like jackasses.
