I fucking hate this shit. It's completely played out. It's just a cheap excuse to show you that the villain is EEEEEEEEEEEVIL and that you shouldn't have any sympathy for them.

That’s garbage though. It just makes the villian look like a bumbling fuckwit who can’t properly lead or preserve his resources.

It usually shows off the villains powerset and that they have the bite to back up their bark.
Also I like the idea that the villain has underlings not because they were hired, no the villain does not need them. They willingly go into servitude just so that they would be on villain's good graces in order to avoid being a casualty in their path of destruction.
