This Peter Parker ended up slightly unhinged after getting bitten by the spider, but can still functional normally in day-to-day society
He desires to rid the city of criminals by capturing them in his web and injecting them with his venom so that they will never commit crimes again for the rest of their lives or else the Spider Man will have to visit them again.

BTW, in this universe the green goblin is still Osborn but in his first fight against the Spider Man, he took a serum which gave him enhanced physical abilities, but still left him looking human. After being defeated, the Spider Man injected him with venom and left after warning him not to make trouble in his city again. Shortly after being left alone, the venom in his body actually served as a catalyst, combining with the serum already in Norman's body, transforming Norman's physical appearance into a green goblin with even stronger physical abilities, which allowed him to break free from the webbing he was trapped in and evade capture by the police heading to his location.
He now wants to capture the Spider Man so he can harvest as much venom as he wants from him to create more of the serum, which he now calls the "Goblin Serum".
