The quote basically stated he did thought Dent was Batman but ultimately dismissed it. Probably was when his goons captured Dent so easily which probably made him thought, "ok that was pathetically easy, he's lying"

He just improvises very fast on the fly. Normies are always amazed at Joker's insane planning skills in this movie, but I think he's just a clever guy with a very general idea of what he's doing who is very good at altering his plans at the last minute.
I think he really did believe that Dent was Batman, when he sees the Batmobile during the car chase he seems surprised to see it. We then hear him repeating Harvey's name when he gets in the driver's seat of the big truck. I think he was impressed/surprised to learn that Harvey was willing to put his own life on the line to try and protect Batman. I think it was around this point that he probably radioed his crew and told them to pick up Harvey instead of whoever he was originally planning to grab.
We know he wanted to grab Rachel, presumably because he saw Batman risk his life to save her earlier, and because he thought Harvey was Batman and that by kidnapping her he would really wreck Batman emotionally. But I'm not sure who the other choice would have been had Dent not been swapped in at the last minute.
Why did they keep a "security" cop who was capable of being mentally rattled by the joker in the same room as him? It would have been 20x smarter to keep the joker in the interrogation room with a swat team on standby incase he acts up.
Also, why did they decide to do shit with the dude with the bomb right out of the holding cell? In reality, they would have rushed him to the inhouse medbay they have in the PD.

I could find as many, if not more, stupid things in, especially Captain America - Civil War, from Tony being able to find Peter, from Peter being able to go to Europe on a minutes notice, meaning some poor Brooklyn teen has a passport, and meaning that some 15 year old, even a stupid twink who's choking on the Tiny Stank teeny weeny, is just going to go along with said Stank's stupid plan, which oh, also came together and got all those people together for that even stupider airport crap fest, not to mention all the contrived conviences and 'plotless plot devices' that pass for script writing in the Academy Award Winning MCU.

Is a Superhero movie, al Superhero are silly, they are all flawed as fuck, Joker consistently contradcting himself all the time was fun and fresh because it contrast with almost every other supervillain that straight up give the the heroes his motivations, identity and backstory.

With Batman being a literal ninja? With crazy gas from Scarecrow? Nolan toned down some things to fit the trilogy tone just like Raimi did at Spider-Man but he clearly never tried to make something realistic.
