It's kind of a shame since it would've been nice to see bizarre Doom Patrol shit that everyone has to join together to tackle; but at the same time, I think I prefer it this way. It gives the Doom Patrol people more room to just go nuts and throw in whatever they want, and they don't have to bother dealing with whatever the Titans people feel is important.
Swamp Thing was confirmed as its own back at last San Diego Comic Con, I believe. Stargirl hasn't been explicitly confirmed as having its own continuity yet, but they said that show is meant more to be PG-13/family friendly; so I can't imagine it being mixed in with any of the other shows would work.

That's just the case of TV people not knowing shit about fandoms, especially comics' continuity. We had the same shit with Netflix Punisher, where the showrunner called it a "Separate Timeline" before being asked too much questions. They don't reallly have a clue WHAT continuity is (like calling every late sequel "a reboot", see Jurassic Park), that's not what their job is.
Anyway, the second ep of Doom Patrol was full of references to Titans, including Superboy and his Dog's escape. It's the same universe, they just mean that they didn't really try to figure out timeline specifics to tie the shows together. The basis is, outside of flashbacks, Doom Patrol takes place after S1 of Titans (because Superboy and Krypto).
