Given the clothing the the AU of the setting has the Fire Nation themed off of India, which has darker skinned people than Japan/China on which the Fire Nation is canonically themed after.
Of course this fails to recognize that people descended from the higher castes(or in other words, the nobles.) of Indian society tend to be paler than most, even without the 'stays inside all day and doesn't work' aspect. They are just paler period.
But that's something most people don't tend to acknowledge.
