The Washington monument is made out of precisely cut marble, with an iron staircase inside. Everything about that would require skilled workers to cut and transport the marble, engineers to assemble and operate the equipment needed to build the monument.
Not to mention that it was built in the north, the part of the country that wasn't that big on slavery.

There's also the fact that the monument was only 1/3 completed when the civil war broke out and construction halted, not picking up again until after the war. So even if there was any slave labor used at all, it's only for the bottom third of it.
