I could see it possibly, especially if they hadn't gone down the route of making Courage mostly mute over the course of the show(really don't get why they did that)
for shipping purposes I'd assume that Shirley is younger than she acts or sounds, like if they were human I'd see Courage as being in his early 20's, while Shirley would be in her early 30's
I imagine part of it is that while Shirley is a stereotype it's A) muted somewhat by her being a dog and B) she's mostly presented in a positive light
