Vicky was always meant to be an asshole, but not truly evil. She was conceptualized as a cartoony version of an irresponsible teenage babysitter, wanting to be paid but not wanting to work. Originally she'd rather have the kid just be quiet and in their room so she could get a paycheck for doing nothing, which is common among teenage workers. If the parents wanted chores to be done, she'd intimidate the kid to do it for her. In Vicky's mind she was doing adult shit (getting a child to do something because she's older, working a job, getting paid), but never bothered to think about how the kid saw it (a stranger comes and scares you into doing chores and staying in your room.) Teens are assholes, and Vicky was no more of one than a cartoon world would expect.

Later on she became actively malicious. Going out of her way to hurt, frighten, and bully kids. She became a generic villain with a vague greedy impulse. Instead of being sort of a dick but ultimately wanting nothing to really rock the boat, she became a creature of explicitly pure evil who put more effort into antagonizing Timmy than she would have given ordering a pizza in the early episodes.

The old Vicky is the canon Vicky.
