When you become a super-hero you are larger than a silly nation. A hero is a humanitarian. You become a hero when what you defend is humanity as a whole. A country's enemies is not necessarily the same thing as a threat to humanity, besides it's a blurred line. What if the 'hero' decides that the countrys government is a threat to his country and userps it for power in an act of good faith? How would he be any better than a villain?
If I were a Superman, I could easily justify both destroying ISIS and the US government for funding ISIS.

A lot of the establishment and entities in the US that do evil shit are barely even government anymore, like the federal reserve. There is neither representation nor accountability, they're rogue actors.

Are you suggesting the CIA and FBI aren't part of the government? Yes I agree they all work as individual entities for the most part, but i could even use that point as greater justification. If an all-powerful altruist decides to rise to absolute power, the bureaucracy of the government that often times leads to unchecked retarded descisions would be eliminated. I'm sure being able to destroy useless branches at the snap of a finger would bring accountability and if not, nothing can stop you from over-ruling.

Why not? Part of the appeal of superheroes is that they disregard the law and play by their own rules. They're vigilantes, and vigilantism is against the law. I see no reason why having them topple a country's enemies wouldn't be appealing.
