Sinestro is the perfect villain. He believes in order and wants peace for the universe but his methods involve total oppression and making people do exactly as he says or he will kill them. This makes him flexible in that he will side with heroes to stop enemies that threaten his vision and then can come back later as a threat of equal value but on his terms. You can make him the villain or the antihero and it all works so well for his character.
