The New 52 shitty reboot. That's it. The New 52 had her and Beast Boys as teenagers that were contemporaries to Tim, the third Robin, not Dick. Now Raven and Beast Boy are stuck as teenagers in comics, animated movies, and live action series. Same goes for Cyborg being stuck in the Justice League. Same reason. The shitty New 52.

The New 52 had Dick and Kory as edgy young adults that dated a long time ago and were going their way, Raven and Beast Boy as conflicted teenagers that are just now meeting each other, and Cyborg as an adult who's the big leagues and doesn't interact with anyone.
This is being reflected in the animated movies, live action movies, and now live action series.

I recall that The New Teen Titans was supposed to still be canon until literally the last minute. The infamous first issue of Red Hood and The Outlaws had Roy Harper asking Starfire if she remembers the members of that run. Same with the first issue of N52 Teen Titans that had Tim mentioning previous incarnations of the Teen Titans. Both were pulled off in trades.
