Superhero movies don't really feel like they need to be "about" anything in particular anymore. The general public enjoyed Suicide Squad and none of the plot was really important or mattered in the long run.
Just find some big bad for her to fight, give her a moment of weakness to overcome, maybe give her some companions along the way. That's pretty much the recipe by now, isn't it?

I don't even think she needs to be exceedingly attractive. A nice, shapely body but could even lean towards a bit of a butterface. That she dolls up nicely and can be an attractive women but not necessarily a beautiful women if you get the nuance.
Basically, I think Dita Von Teese is the ideal look for Zee. Nice body, makeup does wonders for her but isn't a natural beauty. And there are pics out there of her wearing stage magician outfits, if not outright cosplaying Zee.
