A decade ago, I would agree. But the Samurai Jack revival does not give me confidence in Tartakovsky's skills anymore. He's a great animator, one of the best, but as a writer he is sorely lacking

What do you guys think the art style should look like?
In the 40K's children book that was just released, we saw people dying. Guardsmen and civilians being Gauss Flayed by the Necrons, even children. The Necron attack ends with the Necron fleet obliterating the planet and then hunting the evac ships destroying many of them. The White kid parents and all his homeworld friends die in these events.
If this is 40K at its tamest, then it isn't a setting for cartoons.
I'd just want it to by stylistic and 2D, also for some sweet Dark Eldar and/or Necron action that paints them as a proper serious threat would be sweet. Something like the time Tau hired Urien Rakarth as a mercenary to help fight against Tyranids and it ended with an entire planet 's population getting dragged back into the webway.

Why not? there have been more than a few dark, adult cartoons before. And There really isn't any other feasible way to make viewable 40k media. Cartoons are the only way you can get Orks, Tyranids, and daemons in a way that wouldn't break GW's bank

Something should be said about grit and realism. Euro animation studios for the designs, Anime style animations, Canadians for the voice work, Americans for the overall story, specifically some kidnapped Ex-Bungie employees. Seriously. I answered the OP

PS You'd have to kidnap the Bungle people because they are too evolved and wouldn't be able to help selfishly sabotaging the project in order to undermine the market impact thereby creating a set-up for their own company. Stockholm Syndrome should mitigate that though and let them work on the good of the overall output.

I’d get the same Studio that did Castlevania. Regardless of what you think about the series, it didn’t shy away from the fucked up stuff which you will need for 40k.
As far as content, I’d probably start the story from a Guardsman’s point of view, on a field of battle against something like the Orks. It eventually ends with the guard losing and the planet getting Exterminus, with the POV Guard being the only survivor from his battalion or whatever. Gets recruited by either an Inquistor or a Rogue Trader (I think Rogue Trader would be better because we could explore Xenos point of view without making them totally antagonistic). Boom, explore the Galaxy from there.
