It's a problem with Young Justice designs in general. They're all made to look like something someone would wear in real life. I get the point, but like, when everyone's design is like that, it gets kind of boring and stale.

Harley Quinn was a d-lister until '01, and even her '01 solo series didn't do much for her presence in comics. She didn't get big until '09 and Arkham Asylum. Harley has always had a larger presence in non-comic media. More to the point, Harley appeared in a lot of episodes of BTAS, even having several dedicated to her, while Livewire had three speaking episodes.

That's because everyone gets the color scheme wrong. Livewire is electric blue hair, dark blue outfit, and white skin with blue shading.
