Buttercup is the most consistently tough girl, and she’s shown to be particularly powerful and fast. Same with Bubbles. She’s showed herself to be even more scary than any of them too. Neither of these girls have the temperament for fighting though, and they’re all so close to each other in terms of strength that it’s actually a huge indicator on who would beat who for a fight.

tl;dr despite her sisters showing how more impressive they can be, there is a reason Blossom calls the shots.

A lot of people keep feeling that character X is actually character Y from another show Faust was involved in.
This works only as long as you ignore all the differences between the characters.
Buttercup is slightly edgy and just wants to fight. Kara is also slightly edgy and wants to fight, but her more prominent feature is wanting to be a girl-scout - help old grannies across the street and so on. Buttercup whines about having to be too soft on criminals, while Kara believes in the justice system and sees herself as a sort of special police deputy and doesn't want to kill 'em all (even though she could totally be Man of Murder if she wanted).
