path tracing isn't a gimmick, its what is used in VFX and CGI production to create realistic looking CG, now we have GPUs poweful enough to do that in real time, something only previously possible in pre-rendered CGI that would take multiple minutes if not hours just to render a single frame even with render farms

Bloom, Ambient Occlusion, HDR light adaptation, Depth of field, bump/normal maps, shadows, motion blur, physics... All of these techs killed your framerate and were incredibly poorly implemented when they were first introduced. Look at any gen 7 game to see how shit those effects were back in the day. Now look at them in modern games.

Gen 9 will have a lot of ray tracing effects added to games and gen 10 will be almost entirely ray traced shadows, lighting and reflections.

It started pre production in 2018 and full scale development in 2019, and it hasnt even been revealed yet and next gen platforms havnt even been announced yet, so why is this a problem?

They haven't said much about the game because they haven't revealed it yet, all we know is that it's a AAA new IP and is an RPG. Terada is likely the one directing their game itself while Aramaki is studio head, even on XV PC edition he said he was director of that and on main game was in charge of 80 programmers so his field is on the tech side, while the artists and game designers and planners from XV like Nakazawa and Terada and Honjo and Nakaaki and so on are in the higher creative positions now.
