Yeah its a shame because rock and ice are cool typings but performance wise theyre bad.
Doesnt help that most pokes of those types are not designed to be good at what the typing itself is good at

The regis were pretty good back in gen III but they got hit hard by power creep. All 4 of them are really fucking bad now. Gardevoir got a new typing and a pretty nice mega-evolution so yeah it's better than the regis now.
