Why'd Toriyama shove Gohan as the protag of the Cell arc at the last second despite him doing nothing for 90% of arc?

So that he could become the protagonist. Good thing he went back on that, only Goku can be the protagonist.

He saves Piccolo from Gero and takes Bulma to her house, we later then see him in the ship hunting down Cell before being going with Goku. Him not being there for a while at the start of the arc is not a bad thing. The arc constantly switches characters. As soon as Goku and Gohan enter the time chamber the focus is ON Gohan. Goku himself says that his goal is to make Gohan stronger than himself. We see Gohan throughout the chapters when Bejita and Cell are fighting, when Semi Perfect Cell powers up? We see Gohan in the same panel. When Cell calls out Trunks for being stupid for relying on the buff form? We see Gohan in the same chapter. When Cell becomes perfect? Same time Gohan reaches Super saiyan. As soon as Goku and Gohan come out we get small hints of him being way stronger than Goku.
