I dont think expense of a VA matters that much to a franchise that's funding itself. And sakurai hung around the whole show + VAs in total are a drop in the bucket compared to the cost of whole teams of animators and numerous other staff. Even really popular seiyuu dont even approach the cost of western celebrity VAs, the culture and union rules are entirely different. The yugioh anime works as a really long CF, not something that needs disc sales or other sponsors. Mieru definitely had no room to squeeze in when the show couldn't even handle the characters it did spotlight.

Also the only reason the anime industry even worked up to this point is its severe penny pinching. If a seiyuu is going to add too much stress to the cost by asking for a lot from the production itself, they'll cold shoulder them and pick one of the other 10 or so applicants who could probably be adequate. There's a big supply. Popular seiyuu can maybe attract a little attention but yuki kaji has been in flops or unpopular 'who cares' shit as well. It's not an attention strategy that lasts by itself when no one really cares in the end if they hear a popular voice if they're watching something they hate.

The production committee and producers having the iron grip over everything while everyone else doesnt get much negotiating power has been the situation for a really long time. They might call over a popular va to audition to see if they could fit the role, but if what that VA demands is too out of line that east asian sense of strict hierarchy will swiftly dropkick them back down and out. It might get better for them after they get the role and are established with the character since there's chances for CFs, drama CDs, or VA songs for some extra pay/royalties. Prominent video game studios tend to simply have a ton more yen to freely toss around than anime ever does, so those roles are greatly desired and anime is a great training ground.

1. Tsutomu Kamishiro was a bit of a pitiable fuckup who couldn't properly juggle how to handle the (probably executive ordered) legacy characters and 'lore' of arc-v's world, and had a vaguely extended tantrum about it.
2. Vrains seemed to have everyone constantly pressed against the clock due to its production problems, which isnt particularly helpful to making something good. I feel like the vrains staff started out on the cliff edge and just teetered there to survive

But fucking with DM on tv is very visible and apparent and with their track record they would definitely mess it up at least once, and that's all it takes

It had bad animation but for most of its run it also had kagami, kazunori, and that other guy whose name I forget but was also good. It's dishonest to say all of DM was ugly when more like it was a really mixed bag until around millennium world where it was all ugly for most of the time. Anime even in japan broadens accessibility to casuals than if something stays at a manga. Otherwise there wouldnt be anime made to boost volume sales and increase brand power of a manga property

VRAINS' cast was surprisingly good. Ishige did an excellent job voicing Jesusmaker despite not having prior animu industry experience. That the casting director managed to snag Kaji to shill Blackwings on fire was rather impressive, even though Chadburner took on an outsized role among the cast for much of S2.
The others were all competent-to-good, I think. The only glaring exception was Spectre IMO. Going with a stage actor to voice VRAINS' Weevil wasn't the best choice; he did well enough as a nasally douche but his voice never felt quite right.

That's because it is random. Copies of character sheets and guidelines are given to different animators who are working on those particular episodes. Once the episode is done, they just do whatever they want, including putting the sheets on auction sites. Fans of the show who are interested can then buy and scan the sheets, which is how we got these.
