Your description is Jimmy's estimation fo Howard in the episode he gets him to keep the business going instead of continuing to mourn his older brother. Despite deferring to Chuck as the senior, better lawyer, as Partner at the firm, Howard would for-sure have strong chops. I think that's the whole idea for what's coming up: Jimmy and Kim didn't take Howard seriously as a threat. They have interpreted him as a smiling boob this whole time but when he starts litigating he'll prove to be a better lawyer than the both of them combined and they will need to rely on criminal chicanery ot beat him.

She has to up the ante to reach the same level of payoff.
