Viridian? the organ harvesters were the most interesting villains in VOY and they did next to nothing with them too.
There was also the race who were all cryogenically frozen that used to rule the Delta Quadrant and Janeway woke them up again.

I thought it was cool to have a race that had to kill to survive but it really goes nowhere. Makeup was probably expensive too since each had to have his own design.
